Pixalated downloads

I'm using a different computer to play TS2009 right now, everything built in is perfectly fine, but all my downloads end up looking like this.

I have no idea how to fix this, can anyone help me?

That looks like a serious case of the texture compression problem. See the thread in my signature for a link to my texture compression fix tutorial.

If that does not fix it, then you may have a problem with your video card in that system.
