"Incompatible spline" means that you are attempting to join two incompatible spline assets together - e.g. a track spline and a road spline. It is not a new behaviour as I have seen it on many previous occasions. It is also possible that you are attempting to attach a track object (e.g. a signal) to a non-track spline (e.g. a road) or to a fixed track asset (e.g. a track scenery object or a industry asset with track). Fixed track assets are not track splines.
This message also comes up if there are other splines too close to or on the tracks if you are attempting to do something with the tracks such as placing a track object or add track to an existing section.
I've run into this with power lines, grass splines, and worse catenary because that hovers over the tracks and gets in the way most of the time when updating the track below it.

Here is a short list of the tracks TSW PTS, SAP rails only (not all), SAM track (not all), and users #:648132 track (not all). All track are of the "protrack" variety. All track objects will produce "incompatible spline" notice, no exceptions.
Are the track and the object on the same layer? An "incompatible spline" can appear when you try to place an object in a higher layer onto a track in a lower layer.

I just ran some tests on 3 different versions of Trainz - Trainz Plus b126280, Trainz Plus beta b127542 and TRS22PE b126273 using the tracks specified and a selection of track objects.
No "incompatible spline" messages were produced and all assets behaved as expected. The suggestion made above by @stagecoach is one possibility.

That rules out my next thought - that the track was sitting on top of a spline element.
I have no explanation for your problem nor a solution.
For the moment I would use tracks that do not cause this issue. It may be just a beta issue that only you are seeing (not as improbable as that may seem) and could be resolved when the full SP update is released.
