Still having water issues

I have recently installed TRS 2006. In the World options in Surveyor, the water will not change from glassy. It works fine on my TRS 2004 program. Sooo...I copied the water folder (5 files) from 2004 to 2006 and still the same. When I change Glassy to Choppy (or any of the other 3 options) nothing happens. The water stays glassy all the time.

I can raise and lower fine, just can't change the visual effects. I re-installed the program 3 times now.

Any ideas on a fix?
