Purchased Route - Can't Make Changes?

I purchased the CoalMint route yesterday. Received in TRS2019 ok. Somewhat later it appeared in TRS2022. In both versions I am unable to make any changes, such as trees, structures, textures, etc. I have not purchased for awhile but the several purchased routes I have, allow full modification if you go thru the offered Clone process. Copy is, of course, blocked excepting CDP. Is this a new policy or am I not following some instructions?

I think I see my problem.Incomplete download. TRS2019 completed but TRS2022 did not so there may the a setting that blocks any changes until the download is complete and verified. I will learn the route in 2019 which is probably the safest course anyhow. Route is much larger than I anticipated.

That is a possibility but you should be aware that some DLC routes cannot be modified. That is a decision made by the route creator.
