Pantograph Lock Rule

Currently creating some sessions for my Central London Line route, this is a route which uses a third rail to power it's EMUs, in Britain we commonly have EMUs that can run both off a third rail power supply and an overhead power supply. These EMUs are often fitted with both third Rail shoes and Pantographs.

Anyway the sessions I'm working on utilise Dual voltage EMUs on a third rail route, but I have a problem with user controlled trains automatically raising their pantographs whilst loading passengers at stations. I'm wondering if there's a way within the session rules, to lock all pantographs so they can't be raised by the AI or the user. I know you can set the driver rules to do that, but it's only applicable really to AI controlled trains.
 
I tried this a couple of years ago and the only way I was able to raise or lower the pantographs was to include Driver commands at specific Triggers. This was fine with TS12 but how it works in T:ANE I do not know.

I remember Sniper297 making a pantograph that worked like a pick-up shoe instead so the AI would put that down instead of flipping up the pantograph. Would that kind of thing work?
