Can't update payware locos

Happened first with two locos that were free on Steam. Now with the LMS Duchess and the LMS Coronation Scot that I bought today in the TANE PE bundle. CM shows Newer Version Available. I tried to download the updated version but CM says "This asset is payware DLC and is not available via the Download Station". So I went to Content Store. Nothing in Updates. So I tried uninstalling and reinstalling one to no effect.

What's the story here?

Yes, it is annoying. They update the assets for some other platform, like mobile, using the same KUIDs, but it is not made available to us. I shudder to think what it will be like if they do this with XBOX, our CMs will be full of "New Version Available" that aren't.
