packaged update ? .. not installed .. !! (build 132284)

.. my daily routine is to check for updates :

filter	option
open for editing	revert to original / submit edits
01 out of date	download
02 obsolete + NOT built-in	delete
03 packass	list asset versions >> download

.. filter 03 packass (packaged assets) shows me all assets with status built-in / packaged / packaged newer version available / packaged obsolete (payware) / packaged payware ..
i select all "packaged newer version available" and rightclick >> list asset versions ..

.. for a year now, i have some assets with the status "packaged, newer version available", but "list asset versions" shows every time again : not installed, payware (not active) ..
of course i can follow the advices from windwalkr, clam1952, jcitron and others in my thread of februari 2019 about "not active", but those assets are so wonderful, and i don't want to delete ..
just wondering : why can't i upgrade an installed payware .. how can an asset be active and not active in the same (latest) version / build .. trainz plus annual subscription ..

I have complained about this to no avail. I think assets for mobile should be issued under different KUIDs so we don't have our CMs junked up with this stuff. IT's confusing at best and makes it hard to tell what might actually be updateable.
