4449 tag not recognized

Downloaded packs for kuids 59906:4449, and 59906:2936, sp 4449. But they
do not show up in railyard, the name is on the list but the engine is not there. checked errors and one about "mesh can't load"
and another about "USA" not a valid tag (region). How do I fix these two issues.

Have you all the service packs installed ?

Ahh yes the service packs. Well to be honest that is an issue as well.
We are running build 38411. DL'd the service pack 38411 to 40040 but the install will not execute due to insufficient drive space. I show 3gb of free space on this drive is the SP larger than 3 gigs?
Should we install other sp's before this?

I now recall some "rolling stock" that did not display in compatability mode in the original TS2009 did after a patch or two. I am pretty sure 4449 was one of them.
