Why did they remove it? It was SO much easier to find everything that you wanted in the game with that. I find the searching through a whole list of Locomotives and Rollingstock is rather annoying...
The filter system was changed from being in the tab to a separate window. There is a button up by the Game Menu. I can't remember what the icon is exactly in TRS6 anymore but in later version (and probably in '6) it is a little funnel icon. The new filter system gives you much more control in your filtering then the old style.
Add to that not enough coffee and brain cloud ensues...

I think in TRS2006 there's also a mini-filter right in the asset-selection box. I'm probably not explaining this properly so bare with me on this. It's a smaller space with a dot next to it that allows for putting in an asset name. This will list only assets with that name or part of the name.
The filter/funnel, however, allows for some nice filtering once you get used to it. You can even save favorited lists, once you've found something you use often. I do this all the time for content creators I use often.

You know in Trainz Railroad Simulator 2006, they had a filter system in that allowed you to filter out Locomotives, Rolling Stock, ECT and made it a whole lot easier to work with and find content in Surveyor. For example, you could choose what country it your item was from or what Roadname/Catagory it was.

Yes, this is achieved with the filter. You can click on Name and change that to Region where you can pick the country you want to search. Anything listed as for United States will be the only content that shows. You can then save the filter for later use, and even add the items from the assets that display on the right, under the various pull-out tabs, into a pick-list to access later. It really is powerful.
Now, I have a little question which hopefully you can answer. Are you using a new username? You have no registered products next to your username, though you have working knowledge of the program and different versions. If this is the case, I suggest contacting the helpdesk and have them merge the accounts together. This will ensure that: A) You are not harassed for not having a product registered, and B) You will then have no issues with downloading content from previous versions from the DLS. and C) If you have a FCT in your previous username, the same FCT will be valid for your current name as well.

The one in the menus themselves? Yeah, it was pretty convenient. However, it has now been replaced.
In 09/10/12, there's now a Content Search Filter located in the top menu in Surveyor, in the group of buttons that are on the right of the Main Menu button.
It acts in a way that is akin to the Content Manager filter.
