If you are referring to Content Manager, you are seeing assets, textures, buildings, etc., that are built-in and cannot be edited.

I've seen this with some of the content found in in Trainz 12 and previous editions in their Content Manager. It usually appears on the icon that tells what kind of content the asset is.

Yep. That would be them. In previous versions it was little blue dots.
