Since the locos were for a different railway simulator program, not N3V's TRS19 (they are no longer called Auran), that would involve overcoming a lot of copyright problems. N3V have not created locos, rolling stock or any scenery items for a long time now, not since they changed their name from Auran. Content creation is all done by individuals or independent small groups, such as JR (who only create US content) and Trainz Italia (who create mostly Italian and European content) - to name just two.
You would need to find someone who was interested in locos from that region and who had the skills, resources and time needed to create them. Creators can take over a year to make a single loco.
