"Unable to Commit due to File Access Error"

Whenever I try to commit some content, I receive an error saying, in a nutshell, "Unable to commit asset due to file access error". I have Trainz running in Windows 8.1 as an administrator, and all Trainz-related programs are running as an administrator. Any ideas as to what I can do to eradicate this?

If this is an asset you have tried to alter it may be one of those assets that don't permit changes and is blocked from doing so.

I have not altered the asset. This happened as I tried to install it.

Another thought is if the asset it for a high build than you are using. I don't have 2012 but reading threads some assets need the SP1 patch.

I'm actually using TS10 at the moment. I will look into that.
