Trouble with GP9 on Salina Sub

I've been trying to make up a train headed up by JR UP GP9 and GP9B on the Salina sub. It runs OK in DCC mode. However in Cab Mode when I release the brakes, put the reverser in Forward and then press W to open the throttle, the throttle jumps right to notch 8 and nothing else happens. Any idea why this is happening? I use the keyboard for controls, with Trainz Plus on Steam.

The problem occurs with the JR loco, not the route as other locomotives (including JR's MKT GP7) work just fine.

Which other route (freeware built-in) could this symptom be reproduced? I want to test it, but not buy or download a route just for that.

Don't worry I have just gotten it to work ok with UP GP9 power after all. I think the issue was in moving a train from one track to a parallel track.
