It looks as if you're right. I am not going to install a game that forces me to also install a 'chat room', too.
I don't actually 'play' the game that often but, when I do, I certainly don't want a 'chat room' going on while I am, and taking up even more valuable resources.
I'm a creator and need to jump into the game and test things out and don't need the extra overhead and lag time this new addition will bring.

Looks like I'll be sticking with TRS '04 till a BETTER train sim comes out. I'm looking for a good train sim and not a community get together. That I can get in the forums...

Its also good that it is not tied to PA, incase PA goes down big time.

Boweavel you might find it could be a in-game chat or something similar. Still not as good though.

Who wants to leave the game open ALL THE TIME just to chat?

I would expect a stand alone client for connecting as well.
