Eatibus Almost Anythingus

Lately I've been having, in my opinion at least, a very odd problem. Without warning or apparent reason, a window randomly pops up when I'm doing some things on my computer. Be it Trainzing, flight simming, photo editing, surfing the web, you name it; it doesn't matter what I do.
The window looks quite simply like this
Windows - No Disk
Exception Processing Message 0xc0000013 Parameters 0x755E023C
0x83E42CBC 0x755E023C 0x755E023
Every time it is the exact same message, the contents never change, and no matter what I do I can't seem to get it to stop. Sometimes it seems to give up when I try to close it for maybe the 200th time, other times it stays open like it's on a suicide mission. If anybody can help me out, I'd be most grateful because it is bugging me and the other people that use this slaptop.
A few important specs:
OS: Win$*** Vista Premium 32 bit
PC: Dell Inspiron 1720
Age: Not even a year old
