I don't get why the slug has a cab...

Must be a road slug , Norfolk Southern has built quite a few of them out of retired GP59s or a similar model, it escapes me now. CSX rosters quite a few as well.Roadslugs are basically a locomotive with no prime mover, typically fuel tanks are left and filled with concrete for additional weight, traction motors remain to. They equip them with a control stand so they can lead if required with the mother trailing. They are usually used extensively on locals.
 
Exactly! You'll find CF7 mother/slug sets running all around Autumnville and its industries, as well as the daily locals at Brierwood and Oak Grove.

Also, the NS road slugs are built from GP38's/GP38AC's/GP50's. The GP59's are going into the GP59E program.
