If I were you, I would start checking my local hardware, killing other software using your outside line, check if you are still using a dail-up connection, live in the middle of nowhere, etc.
Since your speed is 4-5x the speed you would get without a FCT, we can conclude that the barrier on the side of N3V is lifted and your FCT is active. I fear everything else is related to the connection between you and their server. Start looking close to home as I usually am above 300kb/sec.
