That is a ramp to what is effectively the second floor for storing tractors and such. The ramp should be at ground level. For the most part, that type of barn is built on a hillside or have dirt piled up to it. The front of the barn should be a lower elevation than the rear.
A slanted platform on a ledge like that would not only be pretty useless, but also dangerous due to the downward slant. Also, what would the point be. There are no doors on the other side for you to ramp your tractor out of Dukes of Hazard style.
