Unless you are experience at editing the config.txt file, this is a bad idea. Most Pre-SP3 content requires edits just to get it to show up in Trainz and then even more edits to get it to work. But it can be done.
As for downloading, Pre-SP3 content did not come in a CDP format. It was .exe files. Much like a zip file. That is why it doesn't work with download helper or CMP.

Pre servicepack 3 was for TRS2004 only and was not very good hence Service Pack 4 was released. TRS 2006 only goes up to SP1.Hey All
How do i download "Pre Service Pack 3 " content into trainz 2006?
Theres no download button only download page and id rather not try install it and stuff up trainz.

Nope, Pre sp3 is for trs 1.1.
It goes into 1.1/1.3 and UTC, in fact that is just about the only way to get it into 06 or 04, you have to have utc on your computer, manually put it into utc then export as a cdp.
But why bother, the quality of content has improved a great deal over the years so you would not be doing 06 any favours, besides most of it has been updated to cdp anyway.

Pre SP3 means the ORIGINAL version of Trainz not 2004 you are confusing things. SP3 updated the original Trainz and introduced CDPs. Pre SP3 exe files can usually be extracted using WinRar or similar as they are basically self extracting zip files. However they can only be run if you have original Trainz installed as they look for it.
As stated above you will have to rewrite the config file to make them work; not too difficult if you compare with similar later configs. However there isn't really that much there worth troubling about. Most of the worthwhile stuff was updated by the creators to be SP3 or UTC complient.
Once you have done this you can then import the folder into 2006 using Ctrl-F-M in the normal way. Almost certainly CMP will report errors but see if it works before trying to correct anything. You may find it works OK so why fix it if it ain't broke.

At the moment the content im looknig for is made by "rob" and as far as ive seen these locos and/or liveries has't been made otherwise.

Search the DSL for "Rob Shaw" in the description. Several people updated some of his locos last year.
