NS ES40DC Throttle Bug

When using the cab mode on the NS ES40DC, the throttle does not work properly. If I move the throttle manually with the mouse instead of using the keys, the throttle skips notch 1 and goes to notch 2 when notching up. When notching down, the throttle only goes back to notch 1 and will not go to idle. Any idea what's wrong? Thanks.

I plan on updating the cab, the throttle is a little sensitive sometimes causing that to happen
