when i was at one of strasburg noon shop tours they had 475 tear down for repairs. heck strasburg shop crews can rebuilt 1361 under 6 months.1361 is a disaster. its exactly how a steam locomotive restoration SHOULD NOT be done

Thats not the issue. The problem was how the restoration was started. It was mismanaged, it had to little money from the start, and none of those involved had any idea what they were getting into in terms of what needs to be restored, verse what needed to be replaced.
1361's big problem is its boiler. Several of the plates are far too thin, and need to be repleaced. Thats a big undertaking, that Strasburg can easily do (they replaced a whole patch on RGS 20), but its expensive. Strasburg has to pay its workers, so those paying Strasburg need to have the money to begin with. The Altoona Museum simply does not have the money

strasburg should have done the restoration.I agree, most of the major work is already done, spoof it up nice, and leave the boiler work for later, but keep the locomotive indoors.
