I guess in this situation, neither party wants to take responsibility. I did submit a trouble ticket and the response was indicating that it was up to the developer which in this case is JR. The ticket was submitted in 2021, but this is the response I was given. At one point, I thought I found a fix, but it no longer works.

As these components are an intentional component of the locomotives, it will be up to the creators of these locomotives to provide an update that corrects this in a way that the creators see as suitable.
However please keep in mind that any updates to DLC packs will require a current build of TRS19, and will not be able to be installed into older builds of TRS19.
I just purchased locomotives yesterday, but they were not JR locomotives. The issue looks real bad on the Dash 9's which I purchased a year or so ago. I am guessing this issue is involving all of their locomotives since they are using a 2.9 build number. One party will have to step up and do something about it. The only question is, can the fix be simple or will it be involved. I can experiment on the free SW1500 models if someone knows how to fix it.
