No, they've been working on these for a while. I just happened to get a chance to try them out and incorporated them into one of my scenes.

Decided a little while back to update the CN van that I had released before. Hoping to incorporate some better features and more variations. This one in specific represents one of the 10 units that were upgraded and assigned to heavy coal service for the Tumbler Subdivision operations (I might add some more specific weathering, like coal accumulated on the roof in the near future)

Is there a way to get the ditchlights on the caboose to work?
Not on the current version but I hope to make this possible on the updated skins.
