I can't speak for your CPU but I have TRS19 running on a 5 yr old i7 system.

Graphics: NVIDIA GeForce GTX 750 Ti
Win 10 Home
TRS19 runs just fine, at least as well as TANE SP3 does.
TurfFX works (which surprised me) but I do have to turn down some of the performance sliders to about what they were with TANE. But a great deal does depend on the route you are running.
Most of my TRS19 exploring in being done on another system with a i7-7700HQ CPU, 8GB memory and a NVIDIA GeForce GTX 1050 Ti graphics card, and it does fly.
ADDENDUM:
Purchasing a copy of TRS19 will be a lot cheaper than upgrading the specs of your current system or buying a new system with better specs. A better option may be to buy TRS19 outright and try it on your current system. You may have to tone down some of the performance sliders (when TRS19 installs it will make some recommendations and, if you accept, it will automatically preset the performance sliders) to get the best performance.
That is what I did with my current 5 yr old desktop system and it has so far saved me the expense of buying an upgraded new desktop until next year.
