I do not see a frame rate setting. I see my resolution and refresh rate. I have the Vertical Sync set to None, because most of the time this helps in other software games / simulations to increase performance.
Trainz does not have an independent frame rate limiter setting, but adjusting the refresh rate to what you want under the resolution box will also adjust the frame rate cap. For example, if you want to play at 144Hz, you would select “1920 x 1080 : 144 Hz.”

If you have an NVidia card, use the screen resolution app to set different options.
For example, I have a 60Hz monitor, so I have a global setting of 75fps max, this prevents the gpu from trying to reach 120fps and significantly reduces the power consumption/heating.
You can also set performance vs quality either globally of for individual programs.

Apologies, which 'screen resolution app' do you mean? I've looked at the Nvidia Control Panel and I can't see this option to cap framerates.

EDIT: found it under 'Manage 3D settings - Max Frame Rate'!
