Both of the cards you mention run TRS19 really well. The 1080Ti FE is an older card, and a proven performer, though not perhaps as good as some of the better-cooled 3rd party vendor (Asus, MSI, EVGA, Gigabyte, etc.) 1080Ti cards. The FE is an older (Pascal) Generation card.
The 2070 Super provides similar or better performance and the capacity to run ray tracing-capable games with greater facility due to the specialist added RTX cores. Turing cards are generally more efficient than Pascal cards.
Really comes down to the price you're prepared to pay. Remember, there's another generation (Ampere) in the wings, which will ship later on this year, which will take performance to new heights.
Upgrading your video card gives you the best bang for the buck in terms of increased TRS19 and T:ANE performance. The CPU is much less important.
So, continue to do your homework to find the best candidate to suit your budget and performance requirements.
