Once you start the game then go to settings and there should be a box in there to un-tick automatic DLC Updates, Hope that is correct and help's.

Mick is correct. It is under Settings found in the main Surveyor "Select Route" Menu. Click General Settings and then remove the tick from "Automatically download DLC updates"
