In the UK power plant ash is known as flyash, I see no mention in 'Trainz Stores' perhaps it known by another name down under.
I am loading kaolin slurry because it looks right but it is not really suitable for a cement works. No pottery cement on the output :)

Check for "ash" which might be the same.

Kaolin is also used in paper making as well. When the papermaking industry was busy up my way, I'd see covered hoppers and tanks filled with kaolin clay. All of these railcars had that characteristic white slime-coat on them that never seemed to go away even when it rained.
