TRS19 SP5 is Trainz build 5.0 while the latest builds of TRS22 are now at 5.1 so the answer is while it may be possible to make them work by changing the build number there is no guarantee that it will work. Plus TRS22 includes more than 2000 new assets that are not in TRS19 so you would have to avoid using any of those items.
