Can't install Class 14 pack on Steam

For some reason, steam is refusing to install the Class 14 even though install is checked on DLC Managing. Yet, it still shows up as uninstalled in the game. Does anybody know how to fix this? I've tried an extended database repair, no help, and currently verifying the integrity of ingame files, not sure if that will work. I've no idea what else I can do

The item was withdrawn from sale. It should still work with the version it was released for, but not for newer versions. If it is still available please send the details to helpdesk to remove it from sale.

Not on steam, it isn't.

In any case, I found it was better to simply download the Class 14 installer from my downloadable content in MyTrainz, use the steam Serial Number for the Class, install it, then extract the files with JA Extractor
