Can I create a custom region while using Nvidia Geforce now?

Hi all, I am looking to create a custom UK region with decent looking cars, trucks and buses. I remember doing it with Trainz 2006. However, I am using Nvidia Geforce now and cannot download the content manager or game itself as my laptop is too old. Is there any work around?
 
I’m not sure what nVidia Geforce has to do with any of this.

Region assets are simply a config.txt file and a thumbnail image, so they do not need a powerful computer to make. However, if you don’t have a version of Trainz installed on a computer that can run it, I don’t see how you can get your Region asset into its Content Manager database and actually used in the game, or uploaded to the DLS so others can use it too.

Also, you don’t download Content Manager, it is built into the Trainz program.

@Dinorius_Redundicus >>> I believe he's using the wrong terminology. GeForce NOW is a game cloud based game streaming service. That's what he's playing on.
It allows you to play games that you own on Steam through their game servers. This way you can buy a game that your computer is under-equipped to play, then play a copy of it on their RTX based servers.
You have to own a game on Steam, EPIC, or GOG to use the service.
It's a nice work around for low budgets.

All news to me. To me, nVidia Geforce is either a really good graphics processor that speeds things up, or as Geforce Experience, a utility that slows all your games down but helps you get the latest drivers for the graphics processor.

So if you unpick all that, can you answer his question?
