Building a minimum PC

Occasionally I want to transfer files around, some are getting fairly large these days and I wondered about building something to just run a torrent or a web page so I can leave it on 24/7. I'd thought about the ASUS wireless hub but that seems to have something odd in the way of torrents. I need to get an operating system loaded so I assume I need a DVD for that but if I can get away with it no hard disk just a usb memory stick, no permanent monitor Rasberry pi or something similar?

It's a NAS device that lets you connect to it over the internet if you need to. It works pretty well.

Nothing comes up on the link other than Bing.com search page. I have an old XP box lying around that could be recycled, the ideas are floating at the moment.
