Having done a lil research, it appears to be one of those Bolt Locked Indicator Switchstands.
Used as facing points on the main line. The green arrow indicates the switch is set for the main line, usually a red disk that is set for a crossing loop.
Agree with your end comment, with a little more detail; I'd even have a go.
