Remember the 40 class is A1A-A1A 1600 HP with an Alco 244H V-12 and 43 class is also an ALCO 244H v12 1600 HP engine but with all wheel drive CO-CO bogies. Thus the 43 class's CO-CO bogies allows an extra 100 tons haulage ability to Goulburn. 40 class had GE 752 and 43 had GE 761 traction motors and both had a GE GT 581 generator.
So using a 40 class on a lighter train saves using a loco from the 42, 421, 44 or 45 class group on that lighter train which in turn allows more of the 42, 421, 44 or 45 class group to be used on a heavier train instead.
