So long as you don't use both PCs at once there isn't a problem.

The EULA is the same as for TANE and you can read it in your TANE or TRS19 local data folder in the data folder.

If you're referring to Tony's mention of what they are working on to sync, I'm guessing he was hinting at the Multiplayer Surveyor feature that has been introduce for testing in Trainz Plus. Technically, the route is on a server so the rest of that discussion in that thread remains as it is. I read the legalese to be an effort to prevent "sharing" the software with a friend on his computer as your backup. Of course, your username can only log in from one installation at a time.
