Except for train headlights, I think you'll find that all other lights, like street lights use the glowing plane trick.When it is well done, it is hard to detect but place another object in the "beam" and you'll see that it is not lit up. See the people in my station.

Too bad. I guess I'm back to the tedious task of setting up some offset planes for night.

You can set the self-illumination of a material in GMAX. It will be lit all the time, so it can take a little bit of twiddling to get it to look good both in day and night. Might be easier than adding a bunch of polys, though.
