Where would I look for driver set up and driver set up screen?

Driver Setup is a Session Rule. It only works in Sessions.
From the Surveyor Screen menu icons (top left of the screen) open the Edit Menu (the 2nd from the left) then select the option Edit Session.
The Driver Setup Rule is usually the top rule in the list. Click on it then click on the Edit button at the bottom of the window.
All the locos will be listed with drivers and (if added) their AI driving commands.

Make sure that you save the Session and give it a distinctive name (don't leave it as "Default").

What is strange to me is I went back to my previous layout builds to see if this problem is in them and it's not. All drivers in their loco's and everything works fine.
When I place an engine in session and it shows a driver already what do I do with the current driver? Also, when I run my previous built routes in which loco's and consists were placed in surveyor originally and open the session to run them all the consists, they have their drivers in the designated locomotives and run fine. Why would this be then but not now? What caused the change do you think?
Things got out of sync with UDS.
So far, I still have to assign drivers. What am I doing wrong?

When you first add locos to a new session, Trainz will add drivers automatically. Once saved it does not add drivers to the other locos unless you have the add drivers to empty trains ticked.
