Water Acting Weird (Large Picture)

Can anybody explain why the Water is acting this way?

I usually only see it on this Route, but It's REALLY getting Annoying to see. Up close, the Water gets even worse looking.

I am Using TRS2006, Both it and Content Manager Plus have never had a Problem, I have the Performance Settings Maxed out, and Yet, I still see this.

Any Help/Comments are Welcome...

What kind of video card do you have? ATI vs NVIDIA.

Update your video driver
Try different vidoe card settings and see if this helps.
Try different water texture or preset.

Other than this, I"m at a loss for now.
