Urgent!! have two large issues

I have 2 issues ,since im running windows vista when i go to start content manager a message comes up saying contnent manager has stoped working. i have uninstaled and reinstaled the game and nothing has changed. the second thing is i dont have cab mode, i dont get the request,thanks for all your help
