I have some detailed 'layouts' in Trainz 2010 which I want to install in a 2019 version. I have the Local and Original files saved. is that enough to set up my old 'layouts' in 2019?

you can import them using 19. I have been having problems with driver assignments in sessions with these kind of build jumps. But the routes without drivers seem to do pretty well.
I ended up recreating my sessions. It was a lot easier doing that than trying to update the old ones. Sometimes, you can get lucky by opening the session and doing a save-as to bring it up to date, but that doesn't always work.
