You can find it on the Download Station.
It comes in red or orange and green striped.

Oh, wait sorry. I was thinking of the wrong tram!
I think its payware from a Trainz Classics website.

To the best of my knowledge, it's included in Modula City (payware add-on for various versions of TRS). It's also included in the Modula City route in Trainz Classics 1 & 2. I'm not certain, but it may well have been updated for the Classics version.
