Trains Slowing Down In Notch 8

I've noticed even on a straight and level line the trains in notch 8 will peak and then begin slowing down rather than increasing more maintaining its current speed. How can I address this? This has been an issue for both Jointed Rail and RRMODS products. Only when I'm operating under CAB mode will this happen.

Does it happen on any layout/route or specific one(s)? I want to test this myself. Didn't have a problem with Mojave and the Amtrak consist.

Signals?

If there are no signals, the AI drivers will default to half the posted speed.
If a switch is set against the direction the AI driver is traveling, they will travel at half the posted speed.

Not using advance/permissive signals in a block will cause the AI to run at half the posted speed if you have an absolute signal ahead that's red.

I find that placing an invisible signal (or preferably two) a few hundred metres ahead of a signal resolves the "half speed slowdown" issue.
