Locomotives in session won't accelerate

In my current MRR layout General Operating Session, for my Sierra Pintada & Western layout build, I'm experiencing very weird behavior from all my locomotives.

All are NG steam units, togog, trainboi1, bdj4 and my Shay reskins (of philskenes).
Whenever I manually connect to any of the rolling stock consists, the loco will then not accelerate, in either direction. (DCC mode)
I can force them to move by holding the throttle at full speed, and the loco will slam up to full speed, but if I then reduce speed, the unit slams to a stop as well.

No fine control of the DCC throttle is possible, except before connecting to a consist.

If I then disconnect from the consist. the loco still behaves the same way.

This behavior happens with all the locos in my session.

I've checked <kuid2:222925:39100:1> URY 2-8-0 12. The dependency <kuid2:222925:39100:1> URY 2-8-0 12 is defined as a pantograph, and installed in the config.txt as such. This makes the locomotive behave like an electric engine, requiring the pantograph to be raised. The other locomotives probably have the same problem.

Just made a fresh session.

Having the same problem with all the locos. The 1st loco I connected to a consist exhibited the same behavior, and it immediately affected all the session locos as well > as soon as I connected to a consist.

Peculiar: A loco runs fine in Tane, steam, diesel or electric. Once imported into TR19, the mentioned problem shows sometimes: You run let's say a diesel coupled to cars, in DCC mode and everything runs as it should. Uncouple the cars, and it is impossible to move the loco. Rising the pantograph (1 on the numerical keyboard) makes no difference. If I keep the speed up button depressed > or W, I see the speed knob moving up and down and the engine creeps forward lurching. Once you couple to the same or other wagons, control is restored. In some instances, if I leave things alone for 2 minutes, speed control is restored. This sounds like the 2 minute penalty when you or AI runs a red, but why how, and what to do? Not related to type or model of loco. All the same, and not always. This on built 117009. You may say, why don't you upgrade to 111951 ? I have, but this built messed most of my assets with the texture to TGA thing, and slowly I am fixing thousands of assets when I feel like. I will not go to 22 until things work properly in 111951. For now I take that the speed problem is one of the many bugs that develop, when 19 came to be the best ever...

@JCitron - Going to have to post the layout as a BETA on the DLS and ask for users to attempt to make sessions, and test for the presence of the bug.
I think this will be the only way the layout will get fixed, as I have tried cloning the route and making a session, different locos and stock and they all react the same way.

That's the best way to go about it. If others have the same problem, then this needs a bit more looking into. After my Trainz-Plus decides to finish precaching yet again, I'll test my own routes. In some ways I hope they have the same issue so the problem can be fixed. If not, then it's related to something else that'll need some digging at.
