Train Speed Limits

I've been driving the sessions in the KickStarter route for TANE. When I come to a speed limit sign, sometimes the speed changes as soon as the locomotive passes, and sometimes it doesn't change until the entire consist passes it, which is how I thought speed limits were were supposed to work?

The primary difference between those changes is whether or not the speed limit is increasing or decreasing. If it's increasing, it waits until the entire consist passes the speed post, because if you did speed up then the train behind the post would be traveling too fast within that area. However, if it's decreasing, it changes as the front of the train passes the post because the train is immediately entering the new speed area.

It's rather confusing to explain, but once you understand it makes sense.
