That shimmering thing sounds like an old problem with a limit of polygons in the Jet engine
(sort of like throwing away some polygons at the edge of viewing distance from one frame to another, in order to raise the speed of redrawing).
Maybe you should check in Trainz options file and raise the polygon limit of the graphics engine?
(sorry I don't know the exact syntax)
The description sounds like a CPU limit to me
(and maybe a rebuilding of the graphics engine is in order?)
