Runway problem

I am having a problem with the runway from Vulcan. I set up a loop going from take off runway track to landing runway track and put in invisible speed boards. The start of the runway is at 230kph then after take off changes to 250kph.
When the plane is going along the runway the speed limit is 230kph but the plane slows down to 20kph untill at the end of the runway then speeds up.

I think you have to place a stopsign at the very end of the landing track .
