Rule creation

I want create a freeware rule which, selects track (USLW132lb super elevation) and causes the train to simulate super elevation. But not just the the train body, but also the bogies and the load. It's also suppose to be seen from within the cab of all trains. Does anyone out there have the know how to create rules.
