Route creation in TS19

Sorry if info is somewhere? I can't find it.

Can new routes be created in TS19 North American Version or do I need to purchase the full $69.99 version? All I can find is the North American edition can edit routes but apparently can't create entirely new routes.

Doesn't matter what edition you bought, all base versions of TRS19 (aka the core game files) have the ability to crete, and edit routes.
It'll be under driver / surveyor mode and it;ll be at the button right:

I can recommend TransDem program if you're trying to use real land elevations...
