Reskinning billboard

I was wondering can anyone tell me how to reskin a billboard. Appropriate permission will be asked and original creaters contacted etc...
Plenty of tutorials on reskinning locos but want to start on something easier.
Is it a case of replacing the tga image with the one you want or does the config txt need editing? What about the .im file?

Basically just replace the image. The only config edits required are to change the username and kuid. Check if there is a folder for nightmode, there will be an image in there as well....

Ok, had a play, replaced image with another same size, format everything, renamed the kuid and username, Placed into downloads folder, deleted chump, comes up under surveyer but billboard is white. There is no image.
Please help!

Your replacement image has to be an uncompressed .tga (if the original is a .tga) with a pixel size in the power of 2, like 64x128, 512x512, 256x512, 256x1024 etc. and saved as "uncompressed" TGA. You also have to give your replacement texture the same name as in the config.txt.
