You don't know what your firewall is?

Try to bring the website up. If it doesn't show, hit PrtScrn then open an image program and hit Ctrl-V, save the image, upload and post it.

Not knowing what browser you use, try to d/load one you haven't got and install it. Then use that browser to get to Phil_C's web site. Google will get you a choice of browsers, I use Mozilla Firefox and occasionally Opera. Use this link for other browsers to d/load:

Also, your browser (the one you have problems with) might have a previous unsuccessful attempt to log on in its cache. Hit F5 or in the browser's menu click "refresh" or "reload" depending of which browser you use to refresh anew the web site in your browser when the correct link is displayed in its link slot.

It means, your browser will freshly reload the link regardless what is in its cache.
